About the Role:
I’m currently working with Norfolk County Council to recruit an experienced HR Adviser to join their People Policy Governance team. This is a fantastic opportunity to step into a role where you can have real influence—not only supporting day-to-day HR activity but also shaping policies, frameworks, and people strategies across the organisation.

You will provide expert HR advice and guidance to managers and stakeholders, supporting the resolution of complex people-related challenges while contributing to wider organisational priorities. The role also offers the opportunity to be actively involved in developing and enhancing HR policies across key areas such as pay and reward, workforce strategy, equality, diversity & inclusion, and organisational change.

This is a varied and impactful position, involving workforce data analysis, policy development, and governance activities, giving you strong visibility across the HR function.

Key Responsibilities:
• Provide expert HR advice and guidance to managers and stakeholders
• Support the development and review of HR policies and frameworks
• Contribute to key areas including pay & reward, workforce strategy, and organisational change
• Analyse workforce data to identify trends and inform decision-making
• Support HR improvement projects and organisational initiatives
• Ensure policies are compliant, practical, and aligned with best practice
• Contribute to audit, governance, and policy assurance activities
• Build strong working relationships and influence stakeholders at all levels

Requirements:
• Proven experience in an HR advisory role within a complex organisation
• Strong knowledge of UK employment legislation
• Experience in HR policy development and governance
• Ability to analyse data and provide meaningful insights
• Excellent communication and stakeholder management skills
