💡 Equivalent Daily Rate: Approx. £310–£325 per day (based on 7.4 hours per day)

About the Role:
We are recruiting on behalf of Sunderland City Council – Public Health & Wellbeing Directorate for an experienced System Change Lead / Strategic Specialist to provide short-term system leadership for the next phase of Sunderland’s prevention model, Links for Life.

This is a senior strategic interim role, ideal for professionals with strong experience in public health, health, or care system transformation. The post focuses on accelerating the design, alignment, and mobilisation of the city’s prevention agenda.

This is not a delivery role. The successful candidate will act as a strategic architect—evaluating current capacity, aligning partner workstreams, and establishing a coherent operational framework and mobilisation roadmap for the draft 3-year plan. The role will leave the service in a significantly strengthened position with a clear, actionable plan for the permanent team to implement.

Key Responsibilities:
• Conduct a rapid strategic review of Sunderland’s current progress in implementing the Links for Life prevention model, drawing on existing data and independent evaluation
• Finalise and operationalise the 3-year Links for Life plan, including milestones, resource requirements, and partner engagement approach
• Undertake a strategic review of current capacity and structures, producing a future-state workforce and governance proposal to support sustainability and mobilisation

Key Deliverables:
• Impact Review summarising the current position
• Strategic Recommendations including the finalised 3-year plan, milestones, and KPIs
• Capacity and Team Structure Proposal outlining the workforce and governance model required to deliver the plan

Requirements:
• Postgraduate-level qualification (or equivalent experience) in public health, health, or care
• Proven experience operating at a strategic and system-wide level
• Strong partnership working and stakeholder engagement capability
• Demonstrable experience developing frameworks, operating models, and mobilisation plans
