Job Overview:

Negotiation and appraisal of major and strategic planning proposals in relation to private and the Council own regeneration programmes, attracting over £1bn of inward investment, and shaping the borough
Principal specialist advisor to the Councils Planning service in relation to urban design, architectural appraisals and public realm
Manage the Harrow Design Review Panel
Support the Planning Policy team in the development and review of design policies and supplementary planning guidance on residential design

Line management of junior design officer

• As with all London Councils, Harrow is facing the challenge of delivering high levels of housing each year, and ensuring the infrastructure is there to support this unprecedented level of development. The challenge of increased densities, along with the protection of open space, greenbelt, employment land etc, means that sites will need to work harder to achieve all that we have been asked. In the context of the NPPF and the London Plan, this means high densities, taller buildings of high quality design, and good public realm.
• Against this background the candidate is expected to have a significant qualitative impact in shaping the borough, ensuring the highest possible quality of development, and supporting officers and Members in making what are likely to e quite challenging decisions. The skills needed here are key to the success of Harrow delivering its spatial strategy, and to work with officers across the service to train/ develop them to understand these key principles and make informed decisions.

The role is key in the delivery of the Council’s spatial strategy and regeneration programme, with the post holder taking the lead on design input into schemes which will deliver over 8,000 new homes over the next 10 years, new schools, modern office development and new town centre uses, in addition to the creation of new public squares and open spaces. The post holder will be able to demonstrate experience both within the public and private sectors.
