About the Role:
We are currently recruiting for an experienced Payroll Manager to join West Sussex County Council (WSCC) on a full-time basis. This is a senior operational role offering the opportunity to lead a large payroll and HR administration function within a well-established local authority.
The role is 37 hours per week with a hybrid working arrangement, requiring a minimum of one day per week on site, along with attendance for key meetings and training as required.
Key Responsibilities:
β’ Lead and manage the day-to-day delivery of payroll and HR administration services for WSCC employees, schools, and external partners
β’ Manage and support a team of approximately 30 staff, ensuring accurate, timely, and efficient payroll and HR transactions
β’ Oversee payroll, pensions, and HR administration processes, ensuring compliance with current legislation and best practice
β’ Act as the professional lead and subject matter expert for payroll and HR administration
β’ Provide expert advice and guidance to employees, managers, schools, and external stakeholders on complex queries
β’ Lead the design, development, and implementation of efficient, compliant, and customer-focused systems and services
β’ Drive continuous improvement initiatives to enhance service quality and customer experience
β’ Monitor performance, manage workloads, set targets, and contribute to workforce development
β’ Ensure high standards of service delivery, governance, and operational effectiveness
Requirements:
β’ Significant experience managing payroll and HR administration services within a large or complex organisation
β’ Proven leadership experience managing sizeable teams
β’ Strong knowledge of payroll legislation, pensions, and HR administration best practice
β’ Experience working within a local authority or public sector environment (highly desirable)
β’ Excellent stakeholder management, communication, and problem-solving skills
