Job profile:
- Assisting the team manager with management responsibilities for the team, including; managing workloads, allocating/monitoring work, supervising staff: providing a technical advice/ guidance to theteam, to ensure the most effective use of resources and deputising, as appropriate to ensure a smooth continuation of service.
- To be accountable for delivering excellent services to residents in line with the council’s vision, values,
- resources, strategic and service priorities; for the assigned regulatory and enforcement functions and direct reports within your service area of responsibilities.
- Assisting the team manager with management responsibilities for the team, including; managing workloads, allocating/monitoring work, supervising staff: providing a technical advice/ guidance to the team, to ensure the most effective use of resources and deputising, as appropriate to ensure a smooth continuation of service.
- To be accountable for delivering excellent services to residents in line with the council’s vision, values, resources, strategic and service priorities; for the assigned regulatory and enforcement functions and direct reports within your service area responsibilities, including:
- Protecting residents and supporting businesses to comply with licensing laws; by promoting the relevant licensing objectives and providing advice about licensing processes/policies.
- Managing the administration of licences, permits, registrations and notifications under the Licensing Act 2003, Gambling Act 2005, and other relevant licensing legislation.
- Protecting the health, safety and welfare of visitors to licensed premises and street trading sites in the borough; through advice, monitoring, regulation and supporting enforcement.
- Demonstrating commitment to the Council’s core values by delivering team/corporate projects, as required.
- Maintaining a resilient team; from different locations; at different times of the day/week, managing up to 4 staff members and a budget of between £150K – £500K. Supporting H&F to be recognised as a great place to work and for career development. To manage risks, which have the potential to cause risks to public safety or other harm. E.g. By having up to date licensing policies in place and leading on timely responses to serious incidents.
- To fulfil statutory functions as a Responsible Authority service under the Licensing Act 2003, where applicable; and scrutinise, process and comment on statutory applications and schemes submitted from individuals, businesses, outside bodies and other departments of the Council.
- To conduct, manage, oversee and authorise the officers’ investigations and civil and criminal legal case files, in accordance with the provisions of the Police and Criminal Evidence Act 1984, Criminal Procedures & Investigations Act 1996 or other appropriate legislation.
- To lead on team complaints, drafting reports and preparation of case evidence for submission to the Head of Legal Services.
- To prepare/approve statutory documents.
- To represent the Section at member level meetings, committee meetings, inter-departmental meetings, Public Meetings or Public Enquiries, as required.
- To chair meetings, as appropriate, related to the functional activities of the team.
- To develop and maintain effective relationships with internal and external partners and other enforcement agencies; using a collaborative approach to maximise impact and efficiencies.
- To develop joint initiatives and partnerships where these add value and quality to service delivery
- To participate in local, regional and national partnerships, where it is conducive to the overall aims and objectives of the Council and maximises resources from intel-led activities and projects. To liaise with other groups, both internal and external, to achieve successful completion of project work.
- To act as a professional witness, when required by the Police, Council or as part of a business contract, to give evidence in Court, at tribunal or Committee, in Public Enquiries or through written statements.
- To lead on high-risk fieldwork, and to provide technical assistance and advice/support to the Strategic Lead for Environmental Health and Regulatory Services and other officers as necessary on high profile matters related to the work of the team.
- To help integrate equality, diversity and inclusion opportunities in the business processes.
- To engage with the community; preparing and undertaking talks/presentations and campaigns as required, to colleagues, members of the public and other interested bodies.
- Attending stakeholder meetings and providing consultation responses with professional colleagues in the council and other local authorities and professional networks.
- To ensure that your direct reports deliver the relevant team functions and statutory roles.
- To deputise, as appropriate, in your Line Manager’s or colleague’s absence; undertaking any other duties consistent with the level of the post, as requested by Senior Managers or Elected Members.
Performance Management
- To assist with leading the team in achieving the targets set out in the business plan and, where performance targets are not being met ensure that work is undertaken to address these challenges.
- This work may include the use of performance and/or capability procedures as well as the provision of additional support and guidance.
- To manage, prepare, interpret and evaluate management data and information, maintain records and produce statistical and performance reports for senior managers. To provide statutory and other performance returns, for the team, as appropriate and required to the Council, government and nongovernmental agencies; ensuring appropriate business continuity processes.
- To assist in the set up and development of information systems; and to maintain computer-based databases relevant to the work of the post.
- Policy, Governance, Assurance and Risk Management [Use of risk register and forward plan]
- To assist with presenting policy options to Directors, Cabinet Members and for Full Council, as appropriate, so that choices can be made to meet identified community needs and statutory obligations.
- To lead in responses to Councillor/MP Enquiries and FOI Requests for complex matters.
- To manage the allocation, safe use and maintenance of allocated work equipment; including team vehicles; and conduct annual driver licence checks, for your direct reports, where applicable.
- To assist with ensuring that the team’s scheme of delegation is reviewed and updated; checking, reviewing, signing off correspondence, reports and legal notices for complex/high profile matters.
- To keep the Strategic Lead for Environmental Health and Regulatory Services, other Senior Managers and the Communications team aware, as necessary, of any implications of how the team’s work activities may impinge upon work of other teams, departments or the corporate work of the Council.
- To make decisions in potentially dangerous and sensitive situations which potentially could have a significant impact or risk to the council, residents, businesses, and the environment.
Financial Management
- To assist with managing the team budget in accordance with the Council’s Financial Procedures; overseeing and approving staff expenses and other expenditure; providing forecasts/estimates; to assist the Team Manager, in management of the overall team budget.
- To assist the Team Manager to meet any team income or savings target; identifying and taking opportunities to secure and manage additional funding grants and to secure other external income streams; thinking innovatively, creatively and commercially.
- People Management [Application of Equity, Diversity & Inclusion (EDI): Inclusive Teams]
- To conduct appraisals, 1-2-1s and team meetings with direct reports; to identify training or other opportunities for development or career progression consistent with individual/team needs and the wider needs of the Department or Council. To co-ordinate and undertake training of staff (including students/visitors from other authorities and departments) as required.
- To manage the workload of your direct reports to help with wellbeing, personal resilience and work life balance; approving and managing staff leave, flexi-time and other absences.
- To lead in arranging training to maintain competent officers, team resilience and manage hybrid workstyles; from different locations (including remote, office and home working); at different times of the day/week (including evenings, nights, weekends and public holidays).
