About the Role:
We are recruiting an experienced Lead Officer to join a dedicated housing team at Rugby Council. This is a hybrid role combining office, site, and remote working, providing leadership and expertise across housing operations, compliance, and tenant engagement.
Key Responsibilities:
β’ Leadership & Supervision: Manage Housing Officers, oversee performance and casework, and maintain high standards of service delivery
β’ Legal & Enforcement: Represent the Council in legal proceedings, manage tenancy enforcement, and handle complex, high-risk cases
β’ Tenant Engagement: Conduct tenancy reviews, promote tenant participation, and ensure effective support and communication with residents
β’ Collaboration & Partnership: Work closely with internal teams and external agencies to deliver coordinated support services
β’ Complaint & Case Management: Respond to complaints, oversee investigations into tenancy breaches, and supervise team case management
β’ Monitoring & Reporting: Maintain accurate records, install and monitor noise recording equipment, and analyse service data to drive improvements
Working Arrangement:
This is a hybrid position requiring 40% on-site attendance, including a fixed office day every Wednesday. Additional site visits are flexible and arranged in line with service requirements.
Requirements:
β’ Proven experience managing housing teams or services
β’ Strong knowledge of tenancy enforcement, legislation, and best practice
β’ Confident handling complex casework and representing organisations in legal proceedings
β’ Excellent communication and collaboration skills
β’ Enhanced DBS and Update Service registration
