About the Role:
Supply Care Solutions are delighted to be recruiting for an experienced HR Manager on behalf of our client based in Ipswich, Suffolk.
This is an exciting opportunity for an experienced HR professional to play a pivotal role during a significant period of organisational change. The successful candidate will support the Head of Human Resources in delivering a high-quality, future-focused HR service while leading a range of operational and advisory HR functions.
Our client is currently preparing for Local Government Reorganisation, with the transition to three new unitary councils scheduled for April 2028. This role will be instrumental in supporting the organisation through this transformation, ensuring effective people management, service delivery, and employee engagement throughout the process.
The role includes line management responsibility for the HRIS and Payroll Manager, Learning and Development Manager, and HR Officer, helping to deliver a professional, customer-focused HR service across the organisation.
Working Pattern: Office-based in Ipswich 2 days per week.
Key Responsibilities:
β’ Manage and oversee the day-to-day HR administration function.
β’ Provide leadership and supervision to the HRIS and Payroll Manager, Learning and Development Manager, and HR Officer.
β’ Act as an escalation point for HR administration matters, providing guidance and support.
β’ Support and advise on complex employee relations cases alongside the Employee Relations Manager.
β’ Ensure compliance with employment legislation, HR policies, and governance requirements.
β’ Deliver expert HR advice and guidance to managers and employees.
β’ Oversee payroll, learning and development, and HR operational services.
β’ Lead service improvement initiatives to maximise productivity and customer satisfaction.
β’ Monitor and report on HR service performance and resource requirements.
β’ Support large-scale restructures and corporate change programmes.
β’ Develop and promote employee wellbeing initiatives.
β’ Build effective relationships with internal stakeholders and external partners.
β’ Contribute to HR policy development and organisational workforce strategies.
β’ Oversee HR Information System projects and support system development.
β’ Maintain professional knowledge through continuous professional development.
Requirements:
β’ CIPD Level 5 qualification or above.
β’ Significant experience in a HR Manager or Senior HR Generalist role.
β’ Strong knowledge of employment law and HR best practice.
β’ Experience managing HR operations, payroll, and learning and development functions.
β’ Proven ability to advise on complex employee relations matters.
β’ Strong leadership and people management skills.
β’ Excellent communication and stakeholder management abilities.
β’ Experience supporting organisational change and restructuring programmes.
β’ Highly organised with the ability to manage multiple priorities.
β’ Confident user of HR systems and reporting tools.
