About the Role:
We are currently working with Norfolk County Council to recruit an experienced HR Adviser to join their People Policy Governance team. This is a full-time role (37 hours per week) with a flexible hybrid working arrangement, requiring just one day in the office every fortnight.
This is an excellent opportunity to take on a role with real influence, where you will not only support day-to-day HR operations but also contribute to shaping policies, frameworks, and wider people strategies across the organisation. You will provide expert HR advice to managers and stakeholders, helping to resolve complex people-related issues while supporting key organisational priorities.
You will also play a pivotal role in developing and improving HR policies, contributing to areas such as pay and reward, workforce strategy, equality, diversity and inclusion, and organisational change. The role offers great variety, including analysing workforce data, identifying trends, supporting improvement projects, and ensuring policies remain compliant and aligned with best practice. Additionally, you will contribute to audit and governance activities, providing visibility and impact across the HR function.
Key Responsibilities:
• Provide expert HR advice and guidance to managers and stakeholders
• Support the development and review of HR policies and frameworks
• Contribute to workforce strategy, pay and reward, and organisational change initiatives
• Analyse workforce data and identify trends to inform decision-making
• Support audit, governance, and compliance activities
• Build strong working relationships and influence stakeholders across the organisation
Requirements:
• Proven experience in an HR advisory role within a complex organisation
• Strong understanding of employment legislation and HR best practice
• Ability to influence, build relationships, and manage stakeholders effectively
• Proactive and confident approach to problem-solving
• Up-to-date CV
• Proof of Right to Work in the UK
• Proof of National Insurance
