Job Purpose:
Join Rugby Borough Council’s Communities & Homes Service as a Housing Strategy & Enabling Officer. You will play a key role in shaping and delivering housing strategies, enabling new affordable housing, and understanding diverse community housing needs. This role involves managing critical relationships and conducting negotiations with key partners to maximise housing resources while supporting the Council’s strategic housing objectives.

Key Responsibilities:

  • Strategic Development: Lead the development, implementation, and monitoring of housing strategies, policies, and action plans.
  • Research & Policy Development: Conduct research and housing needs assessments to inform the Housing Strategy and Local Plan policies.
  • Community Engagement: Collaborate with local communities and stakeholders to address and identify affordable housing needs.
  • Partnership Management: Build and manage partnerships with Homes England, Registered Providers, and developers to meet community housing objectives.
  • Affordable Housing Delivery: Oversee affordable housing negotiations, ensuring Section 106 agreements are compliant and effectively managed.
  • Housing Promotion: Promote low-cost homeownership schemes and support the delivery of the Council’s affordable housing projects.

Requirements:

  • Proven experience in developing housing strategies and policies.
  • Strong knowledge of UK housing, planning, and regeneration policies.
  • Demonstrated ability to manage partnerships and conduct successful negotiations.
  • Excellent communication, IT, and organisational skills.
