Are you someone who enjoys working outdoors, takes pride in public service, and thrives in a role where every day brings new challenges? Tower Hamlets Council is looking for committed and motivated Civil Enforcement Officers to join our high-performing Parking Services team.
This is a vital frontline role supporting residents, businesses, and visitors. As part of a visible enforcement team, youβll help reduce congestion, improve air quality, and maintain safe, accessible public spaces across the borough.
π Key Responsibilities

Patrol streets and estates on foot, bicycle, or scooter to enforce parking and traffic rules

Issue Penalty Charge Notices (PCNs) and Civil Penalty Notices as required
-
Identify and report vehicles for removal or that are abandoned, untaxed, or in serious contravention
-
Investigate misuse of Blue Badges; identify expired, stolen, or lost badges and act in line with legal guidelines
-
Provide accurate reports, witness statements, and attend court or tribunal hearings when needed
-
Respond to public enquiries with courtesy and professionalism
-
Report maintenance issues (e.g., damaged streetlights, graffiti, fly-tipping) to relevant departments

Maintain enforcement equipment, ensuring it is secure and operational

Reliable and proactive with strong observation and communication skills

Able to work independently and within a team

Civil enforcement experience desirable (training provided for suitable candidates)

Flexible approach to working shifts, including early mornings, evenings, weekends, and bank holidays

Confident when engaging with the public and managing challenging situations tactfully
-
Right to work in the UK (e.g., Passport or Share Code)

National Insurance number
