We are currently recruiting for an exciting opportunity for a Children’s Safeguarding Review Lead to join Shropshire Council on a full-time basis.

This is an excellent opportunity for an experienced professional with a strong background in children’s safeguarding, quality assurance, case reviews, safeguarding reviews or practice improvement to further develop their experience within a local authority environment.

The successful candidate will support the Principal Social Worker (PSW) / Service Manager for Quality Assurance in matters relating to the Shropshire Safeguarding Community Partnership (SSCP).

The role will involve leading and supporting safeguarding reviews, quality assurance activity, learning processes and partnership arrangements, with a strong focus on identifying learning, improving practice and ensuring actions arising from reviews are effectively implemented and monitored.

Key Responsibilities

As a Children’s Safeguarding Review Lead, you will be responsible for:

• Assisting with the timely arrangement and completion of Safeguarding Incident Notification meetings between Statutory Partners.
• Ensuring safeguarding meetings are accurately recorded and, where appropriate, referrals to the SSCP for Rapid Reviews are completed.
• Taking a lead role in reviewing records for Rapid Reviews, Domestic Homicide Reviews, Safeguarding Adult Reviews and Anti-Social Behaviour Case Reviews.
• Drafting Scoping Forms, Information Management Reports (IMRs) and similar reports.
• Compiling detailed Impact Chronologies to support internal reviews and Local Child Safeguarding Practice Reviews.
• Representing the PSW/Service Manager for Quality Assurance at relevant meetings.
• Presenting information and contributing meaningfully to discussions concerning risk, safeguarding and learning.
• Attending and contributing to Case Review Panels and Practitioner Learning Events.
• Deputising for the Service Manager for Quality Assurance at the SSCP Children’s and Adults Statutory Case Review Groups and the SSCP Quality Assurance and Performance Group.
• Disseminating learning from local and national Child Safeguarding Practice Reviews across the workforce.
• Developing mechanisms to evaluate and report on the impact of learning on frontline practice.
• Deputising, as directed, for the PSW/Service Manager for Quality Assurance as the Children’s Social Care representative at the Shropshire, Telford & Wrekin Child Death Overview Panel (CDOP).
• Providing relevant information and attending to represent Shropshire Children’s Social Care at Joint Agency Reviews, CDOP meetings and Child Death Review Meetings.
• Securing appropriate responses to identified actions and ensuring learning is effectively disseminated across the workforce.
• Deputising for and representing the Service Manager for Quality Assurance at relevant internal and external meetings, panels and committees.
• Leading the coordination and tracking of actions arising from reviews, panels, learning events, SSCP groups and CDOP-related activity.
• Ensuring actions are completed, evidence of impact is captured and progress is reported through appropriate governance routes.
• Supporting the development and delivery of practice improvement activity, including briefings, learning sessions, workshops and resources.
• Using learning from audits, reviews, complaints, inspections and national safeguarding developments to support service improvement.
• Contributing to the wider quality assurance framework, including audits, dip samples, thematic reviews and analysis of practice themes.
• Supporting the identification of themes and trends to inform continuous improvement across children’s social care and safeguarding services.

Requirements

The successful candidate will ideally have significant experience within Children’s Social Care, Safeguarding, Quality Assurance or a closely related statutory service environment.

Experience in the following areas would be particularly relevant:

• Safeguarding reviews and investigations
• Child Safeguarding Practice Reviews
• Rapid Reviews
• Safeguarding Adults Reviews
• Domestic Homicide Reviews
• Child Death Reviews / Child Death Overview Panels
• Quality assurance and audit activity
• Case file reviews, dip sampling and thematic reviews
• Producing detailed reports, chronologies, IMRs and review documentation
• Identifying safeguarding themes, risks and learning
• Translating review findings into meaningful practice improvement
• Tracking and monitoring actions through to completion
• Working effectively with multi-agency and statutory partners
• Presenting information and contributing to professional challenge and safeguarding discussions
• Delivering learning sessions, briefings, workshops or practice improvement activity
• Working within local authority children’s services and safeguarding governance arrangements

You will need strong analytical, report-writing and communication skills, alongside the ability to work confidently with sensitive and complex safeguarding information.

Working Arrangement

This is a hybrid role, with the expectation of working in the Shropshire Council office for a maximum of 1 to 2 days per week, with the remaining working days undertaken from home.

🚗 A full UK driving licence and access to a vehicle are required for the role, including where travel is required as part of the position.
