  • Overview:
    • To support the Head of Civil Contingencies in carrying out the emergency planning and business continuity function for the whole council, so that the Council’s responsibilities under the Civil Contingencies Act 2004 and Resilience Standards for London are met.

    • To deputise for the Head of Civil Contingencies in their absence.
    •To lead on and deliver emergency planning and business continuity projects to ensure Harrow Council is prepared for emergencies in line with the Civil Contingencies Act 2004.
  • The post holder will be expected to take the lead on allocated workstreams, changing from time to time, depending on the current priorities.
  • To establish and maintain effective working relationships with chief officers, senior managers, elected members, colleagues across the council and external partners; providing sound emergency planning advice.
  • During an emergency the post holder may manage the emergency response team, in the absence of the Head of Civil Contingencies.  This role is normally fulfilled by the Head of Civil Contingencies, but the post holder may deputise for them if required.  The post holder will manage the council’s response, and will be required to make fast time decisions about what actions the council should take, with limited information available to them.  There is a reactive element to this role, which often involves responding to issues created by emergencies/ disruptions within the borough, which means that the response is unlikely to be set out before an incident.
  • To demonstrate a commitment to the Council’s Equal Opportunities Policy and the ability to understand and implement the policy in relation to the job responsibilities
  • To ensure compliance with your responsibilities as laid out in the council’s health and safety policy and take an active role in promoting a positive health and safety culture.
  • To promote and participate in the council’s individual performance appraisal and development initiatives and information management best practice.
  • To ensure compliance with the council’s information security policies and maintain confidentiality.
  • In accordance with the Immigration Act 2016, where the role is customer-facing and the post holder is required to speak to members of the public, the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
