About the Role:
Cheshire East Safeguarding Children Partnership (CESCP) is seeking an experienced and highly skilled Independent Scrutineer Consultant to provide strategic safeguarding support in response to Operation Decker.

This commission forms part of a wider programme of activity to strengthen system capacity, multi-agency coordination, and safeguarding oversight in response to urgent and complex safeguarding pressures.

The successful consultant will operate at pace to strengthen safeguarding coordination and oversight, provide independent challenge and assurance, and support the Partnership in responding to heightened national scrutiny, including engagement with the Department for Education (DfE).

The role will ensure safeguarding arrangements remain robust, effective, and compliant with statutory guidance, including Working Together to Safeguard Children (2026).

Key Responsibilities:
• Provide strategic oversight of safeguarding arrangements linked to Operation Decker
• Support the effective functioning of the Strategic Management Group (SMG) and Investigation Management Group (IMG)
• Ensure clear accountability, escalation, and decision-making across partnership arrangements
• Deliver independent scrutiny, challenge, and assurance across partner agencies
• Promote effective multi-agency collaboration between police, health, local authority, and safeguarding partners
• Identify safeguarding risks, cumulative harm, patterns of abuse, and contextual safeguarding concerns
• Review and quality assure strategic reports, briefings, and governance documentation
• Provide assurance reports and verbal updates to Safeguarding Partners and governance boards
• Support engagement with external stakeholders including the DfE, Child Safeguarding Practice Review Panel, and regional safeguarding partnerships
• Lead and coordinate Rapid Review activity where required
• Produce a final summary report outlining impact, learning, and recommendations

Requirements:
• Significant senior safeguarding leadership experience
• Extensive experience within complex, high-risk, multi-agency safeguarding environments
• Strong understanding of statutory safeguarding guidance, including Working Together to Safeguard Children
• Experience leading or contributing to Rapid Reviews and Child Safeguarding Practice Reviews
• Ability to provide robust independent scrutiny and challenge
• Experience operating effectively under conditions of high scrutiny and urgency
• Ability to influence and engage senior leaders across partner organisations
• Strong knowledge of safeguarding governance, risk management, and partnership working
