About the Role:
Greater Manchester Combined Authority (GMCA) is recruiting for an experienced Programme Manager – Safer & Stronger Communities to lead the commissioning of Greater Manchester Rehabilitation Services for People on Probation.

This is an exciting opportunity to play a key role in shaping rehabilitation and community safety services across Greater Manchester, working collaboratively with Local Authorities, Probation Services, HMPPS, health partners, and VCSE organisations to improve outcomes and reduce reoffending.

Key Responsibilities:
• Lead the commissioning programme including needs assessment, service specification, market engagement, and procurement support
• Build and manage senior stakeholder relationships across criminal justice, local government, health, and community partners
• Establish governance frameworks, manage risks and dependencies, and deliver against time, cost, and quality objectives
• Use evidence and data to shape service design, secure value for money, and drive continuous improvement
• Ensure safeguarding, equality, data protection, and information governance requirements are maintained throughout the programme lifecycle

Requirements:
• Strong programme leadership and commissioning experience
• Excellent partnership-working and stakeholder management skills
• Experience working within public sector or criminal justice environments is desirable
• Strong organisational, communication, and analytical skills
• Ability to manage complex projects and work collaboratively across multiple agencies
