About the Role:
We are currently working with Shropshire Council to recruit an experienced Revenues Manager to join their team. This is a senior-level role responsible for delivering a high-performing Council Tax and NNDR service, ensuring compliance with legislative requirements and driving continuous improvement across the Revenues function.
You will lead on service delivery, statutory reporting, and financial governance, while managing teams and contributing to strategic decision-making. This is an excellent opportunity for a candidate with strong technical expertise and leadership experience within local government revenues.
Key Responsibilities:
β’ Provide an efficient and effective Council Tax and NNDR service
β’ Maintain up-to-date knowledge of legislation and advise on complex revenue matters
β’ Develop service specifications, business plans, and operational work programmes
β’ Manage and monitor Service Level Agreements to ensure performance and value for money
β’ Oversee accurate annual billing for Council Tax, NNDR, and Business Improvement Districts (BIDs)
β’ Ensure systems are effectively maintained and utilised across teams
β’ Lead on debt management and recovery processes in line with legislation
β’ Manage statutory returns (CTB1, QRC4, NNDR1, NNDR3) within deadlines
β’ Produce reports on income collection and outstanding debt
β’ Lead, manage, and develop Revenue Team Managers and wider staff
β’ Ensure a minimum of 95% accuracy across service delivery
β’ Represent the Council at local and national meetings and events
β’ Manage budgets, identify risks, and ensure compliance with financial regulations
β’ Prepare reports for committees, including hardship and discretionary relief applications
β’ Deputise for the Revenues and Benefits Service Manager when required
β’ Drive continuous improvement and cross-service collaboration
Requirements:
β’ Proven Council Tax experience (essential)
β’ Strong knowledge of NNDR and local government revenue services
β’ Demonstrable leadership and team management experience
β’ Excellent analytical and problem-solving skills
β’ Strong understanding of relevant legislation and statutory reporting
β’ Experience managing budgets, performance, and service delivery
β’ Excellent communication and stakeholder management skills
β’ Ability to work strategically while maintaining operational oversight
