About the Role:
Rugby Borough Council is seeking an experienced Housing Officer specialising in Anti-Social Behaviour (ASB) to join a proactive and high-performing team. This is an excellent opportunity for a confident professional who can manage complex caseloads, deliver early intervention, and progress enforcement actions to improve outcomes for residents and create safer communities.
Key Responsibilities:
• Manage a mixed caseload of routine and complex ASB and tenancy breach cases
• Conduct evidence-based investigations into ASB reports
• Adopt a victim-centred, trauma-informed approach to casework
• Identify vulnerabilities and refer to appropriate support services
• Take full ownership of cases, ensuring compliance with policies, procedures, and legal frameworks
• Prepare legal applications including injunctions, Notices of Seeking Possession, and other enforcement tools
• Draft accurate witness statements and court documentation
• Collaborate with internal teams including Housing, Community Safety, and Legal Services
• Build effective relationships with external partners such as Police, Social Services, and support agencies
• Proactively use all available tools and powers to prevent and resolve ASB
• Contribute to service improvement, innovation, and right-first-time delivery
• Support the creation of safer neighbourhoods across the borough
Essential Criteria:
• Strong knowledge of ASB legislation, enforcement powers, and tools
• Relevant experience in housing management, community safety, or a related field
• Proven ability to manage complex cases within agreed timescales
• Excellent attention to detail and record-keeping skills
• Ability to prioritise workloads and respond to changing demands
• Self-motivated and able to work independently
• Strong verbal and written communication, including report writing
• Confidence in managing challenging situations and difficult conversations
• Competent in Microsoft Office and case management/CRM systems
• Ability to demonstrate behavioural and organisational competencies required by Rugby Borough Council
