About the Role:
Supply Care Solutions is recruiting on behalf of Rugby Borough Council for a highly organised and proactive Communities Project Officer to lead Phase 2 of the Navigation Way development. Following the successful delivery of Phase 1, this role will oversee the letting of 49 new properties, tenant onboarding, and the establishment of a sustainable and thriving new community. The post holder will work closely with internal council services and external partners to ensure operational readiness and a high-quality tenant experience.
Key Responsibilities:
β’ Lead day-to-day coordination of Phase 2 of the Navigation Way development, ensuring timely and efficient delivery
β’ Monitor programme timelines, identify risks, escalate issues, and support solutions across services
β’ Attend project meetings and multi-team briefings, providing clear progress updates
β’ Undertake site visits pre- and post-handover to monitor readiness, defects, and emerging issues
β’ Support the Allocations Team with applicant data analysis and implementation of the Local Lettings Plan
β’ Coordinate property offers, suitability checks, tenancy visits, and lead tenancy sign-ups
β’ Ensure completion of sign-up documentation and tenant information packs
β’ Provide early tenancy support including utilities setup, benefits take-up, and access to support services
β’ Support tenants with change of address processes, Universal Credit, Housing Benefit, and income maximisation
β’ Ensure properties are added to cleaning, grounds maintenance, and compliance contracts
β’ Coordinate setup across housing management, repairs, mobile working, and asset management systems
β’ Carry out data quality checks and liaise with Out-of-Hours services regarding defects
β’ Work with Repairs and Asset teams to manage defects, snagging, and handover issues
β’ Support welcome events, community engagement initiatives, and early tenant involvement activities
β’ Promote community cohesion and long-term sustainability of the new neighbourhood
β’ Collaborate with Communications teams to support accurate messaging to councillors, partners, and the public
Requirements:
β’ Proven experience in housing, community development, or project coordination within a local authority or similar setting
β’ Strong organisational skills with the ability to manage multiple workstreams
β’ Experience working with housing allocations, lettings, or tenant onboarding processes
β’ Excellent communication and stakeholder engagement skills
β’ Ability to work onsite on a full-time basis
