Job Purpose:
We are seeking a dedicated and detail-oriented Leasehold Officer to join the Housing team at Brentwood Council. The role involves overseeing the administration of leaseholder service charges, major works, shared ownership properties, Right to Buy applications, and other leasehold services income. The successful candidate will take ownership of leasehold property management, ensuring the accurate apportioning and accounting of expenditure, while delivering exceptional customer service. You will also be responsible for preparing the annual estimated and actual service charge accounts.

Key Responsibilities:

• Administration & Financial Management: Oversee leaseholder service charges, major works, shared ownership properties, and Right to Buy applications.
• Accountancy: Accurately apportion and account for all expenditure related to leasehold properties.
• Customer Service: Provide outstanding service and support to leaseholders and tenants.
• Service Charge Accounts: Prepare the annual estimated and actual service charge accounts.
• Section 20 Notices: Issue Section 20 notices in accordance with legislation.
• Arrears Collection: Assist with the collection of service charge arrears.
• Compliance & Legislation: Ensure compliance with all relevant legal requirements, including Section 17 of the Crime and Disorder Act 1998.

Key Corporate Accountabilities:

• Collaborate with colleagues to achieve service plan objectives and targets.
• Engage in the Employee Development Scheme/Appraisals and actively contribute to personal and team development.

• Adhere to Health and Safety regulations and ensure safe working practices in line with the Council’s Health and Safety Policy.
• Maintain an understanding of the Council’s commitment to preventing crime and disorder as per the Crime and Disorder Act 1998.
• Participate in additional tasks as required by the Head of Service, in alignment with the role’s nature.

Requirements:

• Experience in leasehold property management or a related housing sector role is desirable.
• Strong understanding of service charge management, major works, and Right to Buy applications.
• Excellent communication skills and a customer-focused approach.
• Knowledge of relevant legislation and regulations, particularly in relation to leasehold and service charges.
• Ability to work collaboratively as part of a team to achieve objectives.
