SALARY: £30.00 (umbrella)

ESSENTIAL EXPERIENCE: Proficiency in the Academy system and thorough knowledge of NNDR legislation

The Job Role of a Senior NNDR (National Non-Domestic Rates) & Database Officer:

  • to maintain the National Non-Domestic Rates (NNDR) database, managing business rates, and working with external and internal stakeholders to ensure efficient operations and compliance.

Key Responsibilities:
1. NNDR Database Maintenance:
o Ensure correct liability assessments.
o Apply mandatory and discretionary exemptions and reliefs.
o Collaborate with the VOA and property inspectors on the rating list (handling property splits, mergers, etc.).

2. Billing, Collection & Recovery:
o Assist with business rates collection from billing to recovery.
o Provide account maintenance (write-offs, refunds, statements).

3. Stakeholder Collaboration:
o Maintain relationships with stakeholders, including external agencies, voluntary organizations, and other Council departments.
o Liaise with the VOA and property inspectors for database maintenance and data exchange.

4. Performance Monitoring & Improvement:
o Work with the Principal NNDR & Database Officer to monitor performance.
o Interpret evidence for liability matters and applications for reliefs and exemptions.

5. Customer Service:
o Deliver excellent customer service via multiple channels, including the NNDR contact center.
o Represent the service in resident-related matters and develop contracts and Service Level Agreements (SLAs).

6. Legal & Court Representation:
o Prepare cases for recovery, attend court, and assist the Recovery Team with necessary evidence or bundles.

7. Miscellaneous:
o Perform any additional tasks related to the role as required.

Required Skills and Abilities:
• Academy Database Proficiency: Must have direct experience using the Academy system.
• NNDR Expertise: Deep knowledge of NNDR legislation, billing, collection, and recovery processes.
• Communication Skills: Ability to explain complex legal and legislative information to diverse stakeholders.
• Customer Service Excellence: Deliver high-quality service across all channels.
• Teamwork & Independence: Ability to work both independently and as part of a team.
