About the Role:
Rugby Council is seeking a committed and knowledgeable Housing Strategy & Enabling Officer to lead the development and delivery of strategic housing initiatives. In this pivotal role, you’ll be shaping housing policy, enabling affordable housing development, and championing housing needs across diverse communities.

Key Responsibilities:
• Develop, implement, and monitor housing strategies, policies, and action plans
• Conduct housing needs assessments and research to guide strategic planning
• Build partnerships with communities and stakeholders to meet affordable housing targets
• Manage relationships with Homes England, Registered Providers, and developers
• Lead Section 106 negotiations for affordable housing delivery
• Promote and support low-cost homeownership initiatives

Requirements:
• Demonstrable experience in housing strategy and policy development
• In-depth knowledge of UK housing and planning frameworks
• Skilled in managing stakeholder relationships and complex negotiations
• Strong written, verbal, IT, and organisational skills
